The Director announced the receipt of the President's memorandum requesting that Department and Agency Heads be lenient in granting leave on Monday, 3 July. b. The Director announced that General Taylor would have a staff of four--an Executive Officer, two assistants from the Pentagon and one fro CIA. It was my understanding that the Director intended to nominate 25X1 A9a Was the CIA representative. 25X1 A c. The Director also said that he did not wish to sign the nomination letter for the Rockefeller Public Service Award again this year saying that we had no one to nominate. Bob Amory indicated that he could supply a candidate and the Director advised him to do so. I advised 25X1A9a of this and asked him to follow up. 25X1A9a d. alluded to the recent incident in which TASS telephoned the Pentagon to inquire about U-2 flights and proceeded to use the Air Force Colonel's response to good propaganda advantage. Dick speculated that we might sooner or later receive a similar telephone call. There was a general discussion about what happened to such telephone calls and where they should be referred. I undertook to send the Director a copy of our most recent in- 25X1 A9a structions to telephone operators on this subject. 2 ? reported that at a White House meeting today the Attorney General criticize e Community generally for the lack of adequate communications during the recent trouble in the Dominican Republic at which time Trujillo was assassinated. I was 25X1 A6a unable to satisfy myself completely that the Director took credit at this forum for having the only communications with the Dominican Republic during this period. At any rate the 25X1 A6a Director has asked for a brief report showing what our communications assets in the 25X1A6a Carribean area are. He suggested that we begin with- o on down thrn?rrl, America to-and Central empha- sized to him, however, that he should not feel restricted to the specific area hich I have mentioned.
