1. At the Deputies' Meeting this morning Bob Amory's proposal to change the
name of the Office of Research and Reports (ORR) to the Office of Economic & Geographic
25X1A9a Intelligence (OEGI) was diseiissed and. disapproved.
2. reports that the Bureau of the Budget has approved the release of
25X1A6a $4.86 million for operations - from the Contingency Reserve.
25X9 3. Emmett Echols reports that of the =questionnaires returned, only 110
people indicate that they do not intend to move with the Agency. Only nine of these are
above grade GS-12; seventy-seven of these are grade GS-4's, 5's, and 6's. Hence it
would appear that we are not going to have a great turnover problem.
3. I also talked to Emmett about Personnel Regulations and the fact that the Of-
fice of Personnel was very delinquent in supplying their Regulations in the new format.
He again told me that he was completely unaware that this was the case. I reminded
him that I had spoken to him about this a month ago and furthermore that it was my
understanding that these had been on his desk for several weeks. He agreed to look
into it without delay and to give me a report.

4. Emmett sought my advice on the problem of a colored junior officer trainee
with a white wife. We agreed that the social problem would be very significant and
that we should not pursue this candidate further. In this connection, I queried Emmett
as to whether we were going to get three colored JOT's each year in accordance with
General Cabell's instructions. He believes that there is no question that we will meet
this quota.
5. In connection with Mr. , a job has been found for him in Larry
Houston's office.
6. Emmett talked to me about who wants a job with the Agency.
I told him that I was not sure that this was in the A enc 's best interests nor in Bob's,
but that I would be very glad to have a talk with
25X1A9a 7. Emmett also discussed with me the placing of . Dick has been
with DPD for some length of time and has had a number of hardship assignments
through these years. However, he has been promoted up to grade GS-14 and it would
be difficult for him to compete in the Personnel Career Service at this level. Dick has
also expressed his feeling not wanting to return to the Office of Personnel but rather

to pursue general administration. I explained to Emmett that while I was sympathetic
with his and Dick's feelings I could not see taking him into t *dministration, as we
are separating seven people presently. I suggested that Emmett address a memorandum
to me on this subject, and I would see what I could do about placing Dick elsewhere.
