Approved For Release..22001/03/30 : SEAo-lt'76-00183R000300100142-5 25X1A 25X1A9a DIARY NOTES DD/S 15 June 1961 1. called to say that Mrs. David Finley had telephoned Mr. Dulles to say that as airman of the Red Cross Blood Donor Campaign she wanted to give the Agency an award for its participation in the recent campaign and that the Hirecter40 e.. o` had declined to accept it believing it would compromise the number of employees work- ing for the Agency. Investigation revealed this not to be correct and in fact Mrs. Finley said that the Director had misquoted her. The only problem is that we have to decline to furnish statistics on the number of personnel we have since an award is normally given when 20 per cent of an Agency participates. Therefore, Mrs. Finley proposes to give us a special award without making any reference to a percentage which we will be glad to accept. As of 20 June I have asked Gates Lloyd to make an appointment for Mrs. Finley to make the presentation to the Director. 25X1A9a 2. was up to see me informally about a proposal which the CI Staff wants to make in connection with the use of certain facilities on a 25X1 A6a permanent basis. I told him that offhand I could see no reason why this couldn't be worked out and suggested that he consult with Matt Baird or in the first 25X1 A9a 25X1 A9a instant' that if there should be any problem to ask Jim Angleton or a memorandum to me which I would be glad to consider along with whatever objectionct 25X1A9a the Office of Training might have to offer. 3. Matt Baird telephoned to say that Dr. and all of his students were very 25X1A6a enthusiastic about the course He thought that it couldn't compare with 25X1 A the =Course which we ran last fall, however. 4. I spent two hours at the new building with Shef Edwards reviewing with him the physical security plan for the new building. I am satisfied that they have anticipated most of the problems and only suggested that they should be prepared to put guards on the auditorium on request since I believe that this will be used a great deal for classi- fied briefings. They were not clear in their own minds nor was I as to what the ar- rangements were for messing for non-Agency employees who would be in the building 25X1A9a at mealtime. I asked them to check this out without delay. 25X1A9a 5. Matt Baird reported that had a heart attack last night and that 25X1A9a he would undoubtedly be out of circulation for some time. 6. Matt also talked to me about Mr. Df the Management Staff who is a 25X1A9a personal friend.
