1. At the Deputies' Meeting this morning:

a. The Director raised the question of the cost of - and asked
me to do some more work on this problem, taking into consideration all of
the expenses which we might have had anyway, and see whether we could
get a figure substantially below the $45 million which we have been talking
about.
c. I told the Director that I had an opportunity to read more care-
fully the paper which he signed last Friday, 26 May, approving the release
of $4. 7 million from the Contingency Reserve for-. I told him that 25X1 A2d 1
I did not believe that this paper was in the proper condition to be submitted
to the Bureau of the Budget and that I thought DD/P should refine it consid-
erably. undertook to do this and will resubmit the paper
in due time.
d. Following up on Friday's meeting at which the Director asked for
a full report on the Notice which was issued in February abolishing the
Career Service, I explained in some detail why this Notice had been issued,
that it had been coordinated with all of the Deputy Directors, and that it had
been approved by the Career Council. I also pointed out that it had been
discussed at a Deputies' Meeting at which both the Director and General
Cabell were present. I told the Director that if we had made any mistake
it was not i getting the substitute Regulation out fast enough, but, in fact,
the Career Service and its panels had continued to function, moo'. CL hd
this had been thoroughly understood by responsible people all along.

2. was in to see me for a few minutes. He is not at all happy about
being reassigned to the Planning Staff in OTR, where he has already spent seven years.
He would like to work in the general Supp specifically, asked for the SPA
25X1A9a job. I told him that this was commited to and that I did not know of any
other positions in the Support Area for him. I did, however, tell him that I would keep
in mind his desire to work elsewhere in the Support Area and that we would have to see
what the future held in this regard.
25X1 A6a 3. I approved of Emmett Echols spending $14,000 for special filing equipment
which he thinks will be particularly helpful in the new building.
25X1A9a 4. elephoned to say that the Director was not sure that he had the au-
thority to give to ertain property left over from the- Project. I asked
25X1A6a him to return the paper to me, and I have, in turn, asked Larry Houston to give me a
25X1 A6a brief paper setting forth the Director's legal authority to approve of this gratuity.
I '..JQ I have purchased from is not acceptable and that he is oin to the
25X1A5a1 Depot to personally look into t e matter. Our arrangement with s that we o
not pay for any of the material which we do not accept upon inspection. Legally, therefore,
we are in a sound position.
6. Jim also reported to e that he had talked with Paul Borel about the Videograph
Project with the any. Paul is very much concerned but wants to defer

7. At the Deputies' Meeting this morning there was a very full discussion of the
value of the DD/I Senior Research Staff. Bob Amory was not there, but Ting Sheldon
and Sherman Kent both felt that this Staff was worse than useless and was out-of -step
with the remainder of the community.
8. I had lunch with who is still very much interested in having a job
as Chief of our Budget Division. He feels that he can leave - any time now and 25X1A6a
would not object to being ordered back home. However, from a personal convenience
point of view, next March would be the ideal time. I told him that I was going to pursue
this with Bob Amory and try to bring about his recall next March.

9. Emmett Echols advised me that is coming home from
and that DD/P does not have a place to use him at the moment. Emmett had been asked
to see whether there is a place for him in either DD/I or DD/S. I told him that I saw no
place for him with us.

having 109 people at Headquarters, thirty-four of which will be Support. This, of course,
25X1A does not include Communications, and, apparently, we will have to man a separate signal
center unless we can move WHUinto the new building. This seems to be the sensible thing
