_ 2. buzzed to say that the Director wants to discontinue the use of
onion skins tor Pe originals for Memoranda of Conversation. We will, therefore, take
immediate action to ensure that proper forms are stocked and that an Agency Notice is
issued for the information and guidance of all concerned.

3. I talked to Matt Baird about four points in his latest Weekly Activities Report:
a. First, I expressed an interest in the psychological research program
which has to do with the management process of the Agency and requested a
briefing. Matt advised me that this was an erroneous statement in that the
study which they are making has only to do with the selection of JOTs and
not with the management processes of the Agency.
b. I expressed my disappointment at the registrar getting our application
for Brookings over too late for consideration. (This seems to be happening
all too frequently to suit me.)
c. I emphasized to him as I have to Emmett Echols the necessity for ad-
justing standards so that we will enter on duty three Negro JOTs this year.
d. I also explained to him how was selected to make a 25X1A9a
speech for the Director at nd assured him that John was not
picked on because no one else wanted to go.
