It was announced that the new Killian Committee will meet on the twenty-sixth of May. In this connection, according to Mr. Kirkpatrick, some twenty-three requests have been made to the Agency for information. One of these requests a list of institutions with which we are associated. This would mean the exposure of a very substantial list of proprietaries, foundations, etc. b. The Director shared with us a copy of a letter to the President which had been signed by all five members of the House Subcommittee on Appropriations. The substance of the letter was that they, of course, would not presume to tell the President who should be appointed to strate- gic positions in the Executive Branch but that they wished him to know that they always had and still had the highest confidence in Mr. Dulles. 25X1A9a 2. advised me that the meeting with the Department of State NIS and BR people is now scheduled for Friday, 19 May, at 10:30 A.M. There will be some four hundred people in attendance. However, there appears to be no way to hold the group down because of the way in which the Department has administered this program. 25X1 C4a 25X1A9a 4. At request I accompanied him to see Mr. Gilpatric, the Deputy Secretary of D IN e, concerning our request for the recall of 25X1 A6a for his assignment to active duty 25X1 A9a I had emphasized prior to this meeting that I did not wish to be in the position of appealing to the Secretary of Defense on this mat 25X1 A ter myself. He assured me that this was not the case but that I might be answer questions which the Secretary might ask better than he could. While at the Bureau I explained to Bob the problem that I was having in arrang- ing a meeting with General Cabell and Mr. Kirkpatrick. He expressed his desire to go ahead with the meeting and asked me to assure General Cabell that he merely wanted to philosophize and not discuss dollars at this point in time. 7. Bob Macy advised me that he is leaving for a trip to Latin America on the thirteenth of June and would like to have some CIA briefings prior to his departure. Also he would like to be permitted to talk with some of our Station Chiefs while on his trip. His trip, however, has nothing to do with CIA business. I told him that I would be very glad to arrange for this. 8. learned from Bob Smart of the Kilday Committee staff that Mr. Vinson was going to sign a very strong letter to the Comptroller General telling him not to discontinue his audit activities in CIA. We, therefore, drafted a letter for the Di- rector to sign to the Comptroller General expressing our regret that he had decided to discontinue his audit activities in the Agency and requesting that we meet with him to dis- cuss the possibility of continuing an audit on some scale prior to his taking final action. The idea was, of course, to get this in the Comptroller General's hands prior to his re- ceipt of Mr. Vinson's letter which we knew was forthcoming. We were actually able to do this on the morning of Thursday, 18 May, and later in the day we received a copy of a very strong letter from Mr. Vinson to the Comptroller General expressing his very strong dis- approval of the Comptroller General's plan.
