3. I talked to Larry Houston at some length about the transfer of the NIS and BR
Programs from the Department of State to CIA. He is of the opinion that Mr. Meloy of
the Civil Service Commission will rule in our favor. We agreed that we should show no
inclination to compromise with the Department, even though in the final analysis we
might have to do so.
