I asked Jim Garrison to explore the possibility of reserving a few parking spaces with officials from the Department of State in the vicinity of their new building in reciprocity for a few that we might reserve at our new building for them. This would be highly benefitial to our people who have Department of State business late in the afternoon; however, I am not optimistic that any such arrangement could be made. 2. talked to me about JOT who was scheduled to go to the NE Division under It is inadvisable to push this at the moment and I have approved of his being retained in the program, even though he does not have maximum flexibility at this time. 3. I also talked with about the polygraphing of the National Photographic Interpretation Center employees from the Services and he is drafting a letter to the Services suggesting that they have their employees who are going to work there polygraphed; Bob will show this to me and I will want to check it out with General Cabell before allowing it to be forwarded. 4. 1 talked to Bob about the protection and other personal services being fur- nished to Mr. Dulles, and we agreed that these should not be curtailed abruptly but eased off on as fast as we could without any abrupt break. 5. telephoned to say that he had received a call from the Civil Service Commission. They handle the appointments to the White House or at least the details to the White House and wanted us to pick up a laborer on nonreimbursable de- tail for an indefinite period. I told Harry that this was all right provided that he met our security standards and also that he should prepare a memorandum for the record citing authority under which this could be done. After checking with the Civil Service Commission representative, Harry advised me that the authority was contained in Title 3, Section 107 of the U. S. Code. 6. telephoned to say that he was sending a memorandum con- cerning a staff agent who had been in the field for one year without his wife, who is also an Agency employee. The staff agent has done very well and they wanted him back for a second year. However, in order to make this possible, they want to finance a trip for his wife out to the area. She, of course, would give up her separation allowance and take leave without pay in order to make this trip. I told him that I would be glad to see the memorandum and do what I could to work out something. STATINTL 7.
