Clarke, the District Engineer Commissioner, telephoned to say that a public hearing on the Three Sisters Island Bridge was scheduled for next Wednesday, 22 November, at 10:00 A. M. and requested that we send someone to attend; he also requested that if we could see our way clear to do so he would like a letter of support immediately after the hearing. (Gates Lloyd and Jim Garrison attended part of this meeting, and Gates is preparing a letter to the Engineer Commissioner sup- porting the project.) 2. We have been having numerous discussions with the Bureau of the Budget con- cerning our Fiscal Year 1963 budget, and today Bob Macy reported that it had been agreed that since we were the managers for Project OXCART we should finance it. I gather that his morals are not all that we might have reason to hope they would be. DPD thinks that he is not likely to be a real asset except in this one project unless his personal life does get straightened out, and they don't see how this can be. Following this briefing, I 25X1A5a1 concurred in the memorandum which requested employment on a contract basis for a six-month period with a possible six-month extension at the salary indicated above.
