1. Brigadier General Frederick J. Clarke, the District Engineer Commissioner,
telephoned to say that a public hearing on the Three Sisters Island Bridge was scheduled
for next Wednesday, 22 November, at 10:00 A. M. and requested that we send someone
to attend; he also requested that if we could see our way clear to do so he would like a
letter of support immediately after the hearing. (Gates Lloyd and Jim Garrison attended
part of this meeting, and Gates is preparing a letter to the Engineer Commissioner sup-
porting the project.)
2. We have been having numerous discussions with the Bureau of the Budget con-
cerning our Fiscal Year 1963 budget, and today Bob Macy reported that it had been agreed
that since we were the managers for Project OXCART we should finance it. This means

3. I approved of a proposal submitted by to hire an en 'neering
firm to do a feasibility study for the hardening of the Buff
also advised me that he personally reviewed some twenty -out shelter films which
had been produced and selected about four of them that he will arrange to have made
available to the Agency for showing during lunch hours, etc.

Inasmuch as she is a Catholic and he is divorced, this is a serious problem. I gather
that his morals are not all that we might have reason to hope they would be. DPD thinks
that he is not likely to be a real asset except in this one project unless his personal life
does get straightened out, and they don't see how this can be. Following this briefing, I
25X1A5a1 concurred in the memorandum which requested employment on a contract basis
for a six-month period with a possible six-month extension at the salary indicated above.
