1. was up to present his study on our ordnance stocks. I think
that he has done a good job on this and have sent copies of his study to General
Cabell and Dick Bissell for their perusal. I asked Bill to send a copy to - 2 A9a
and talk to him about it; specifically, I asked him to move ahead as rapidly as pos-
2 . - advised me that he had discussed with Bob Macy the request
for a release from the Reserve in the amount of approximately $8 million for Build-
Bob Macy indicated that he would not grant the release until our Fiscal
Year 1963 budget level had been settled. I told Bob that we nevertheless should make
our request in writing since we were going ahead and obligating the funds.

by Jim Angleton and concurred in by Dick Bissell, proposed that we add $5 million to
our Fiscal Year 1963 request for this Project and that this amount be placed in the Di-
rector's Special Projects Fund. I told Steve and General Cabell that if security dic-
tated I would agree that this was a good place to put the money; however, this amount
makes our over-all situation for Fiscal Year 1963 that much tougher and, as I see it,
will have to be taken from whatever funds are finally appropriated to the Clandestine
Services.

7. Jim Cunningham telephoned to request that we release to re-
place in DPD; I declined to approve of this request. I told him that while
I thought either would be very well qualified for this
job I would be willing to consider bringing home from if he 25X1 A6a
wanted me to do that. In this connection, I spoke to about the possibil-
ity of his going out to replace Don, and he was perfectly willing to go there or anywhere
else.
8. Bob Amory called to complain about the receptionist at the northeast en-
trance to the new building. I relayed this to and asked him to look 25X1 Aga
into it and take appropriate corrective action. (On Monday, 6 November, Bob called
25X1A9a again to complain about the same receptionist and I again asked to get
after this without delay.) Bob also said that he had noticed large numbers of employ-
ees at the new building leaving the parking lot at 4:45 P.M. which means that they
probably secured at about 4:30 P.M. A part of this probably is due to the fact that
25X1A9a the bus leaves at 5:10 P.M. We have asked to change this situation and
I have agreed to take up the question of early departures at my own Staff Meeting.
(On Monday, I discussed with Bob the possibility of having his people come in at
8:10 A. M. in lieu of 8:30 A. M. He thought that this was a good idea and said that
unless I heard from him within forty-eight hours I could assume that this was agree-
able and go ahead and put out the necessary notices.)

9. Colonel Grogan telephoned to say that a Mr. Renehan had contacted his
office to inquire about what answer he should give to the D. C. Transit System, Inc.,
regarding the number of people employed at the new CIA headquarters building.
Apparently, the company was engaged in a monorail study and wanted this informa-
tion. I called and told him to look into this situation and explain to
Mr. Renehan that we were prohibited by law to give out such information.
10. I confirmed with Mr. Kirkpatrick that he had seen and was
going to look into the situation that she described ink
11. I talked with Bob Amory about the possibility of bringing home
early from- so that he could be employed in the Office of the Comptroller. He
was perfectly agreeable to this and said that John could be released at any time but
asked that I write a note to xplaining to him what I had in mind and
