I attended a luncheon for Brigadier General Lucius Clay, who is the new Ambassador to Berlin. 25X1A9a 8. I conducted a meeting attended by Jim Garrison and several of his people, as well as Colonel rogan, to to about the upcoming move to the new building. I think that the meeting was well worthwhile, although I was satisfied that Logistics had the situation fairly well in hand. 9. Emmett Echols left with me his proposed revision to the Employee Conduct manual. He also queried as to whether they should have their Consultants Conference this Fall. I told him that he should and we agreed that we should get the Director and other senior people to talk with them to strengthen their confidence in the Agency. 10. Emmett said that we had been able to enter on duty only one colored JOT and I agreed that we should report this to General Cabell; however, I want to delay until I have the report which is preparing on the JOT program. After this I want to have a real session with Emmett on recruitment generally and then we can re- port to General Cabell.
