1. A request I furnished the Director a status report on our
surplus personnel exercise. He and General Carter both anticipate great problems in
connection with this exercise, and on Friday, 23 March, Emmett Echols, Dan
and I spent an hour with General Carter explaining it to him. We are to
continue this session later, but at the moment I am not at all sure that General Carter
is convinced that we are on the right track.
2. dvised me of a proposed Bill which would repeal the "Pinkerton
Detective Law. " As I understood it, this would prohibit Government agencies from us-
ing private detectives or the like in their work. This would seriously handicap us, and
I told John that he should oppose this as vigorously as possible, although we, of course,
could not testify in open hearing.
25X1A9a 3. who has been declared surplus to the needs of the Clandestine
Services, was in and asked that I consider him for a job. I told him that I would do so
but that I could not be optimistic as to the outcome.

4. I requested Jim Garrison to prepare a progress chart for the construction
similar to the one that we have 25X1A6a
5. I asked Jim to look into the parking spaces reserved for construction person-
nel inasmuch as there appear to be a number of these vacant each day.
6. Larry Houston reported that he had been down to the justice Department and
believed that he had settled most of our problems in connection with the "Conflict of
Interest" cases. He is writing a detailed memorandum but feels safe in saying that we
have no existing conflicts.
7. I also talked to Larry about his proposal for compensation for 25X1A9c
if and when he is released from jail. He agreed with Gates and me that the old formula
which was approved by Mr. Dulles should stand.
8. Matt Baird reported that has replaced on the Rostow 25X1 A9~
Counterinsurgency Committee. Dick had been representing both the Office of Training
and the Clandestine Services.
