At the Deputies' Meeting this morning: a. The Director discussed the Inspector General's request for increasing his Staff to about twice its present strength. The consensus seemed to be that while no one was against inspections it was difficult to provide the necessary personnel who were well qualified to conduct these inspections. Mr. McCone turned the problem over to General Carter for resolution. 25X1A9a b. The Director read and signed the Notices which we had drafted relieving Mr. Saunders from his duties and designating- as f2X1A9a Comptroller, having the Comptroller and General Counsel report to the Office of the Director and the Audit Staff report to the Inspector General. c. Sherman Kent raised the question of briefing Foreign Intelligence Services. Apparently, there have been a number of requests following Mr. McNamara's recent speech. Out of this discussion grew a brief explana- tion by Bob Amory of the SDMIC machinery. The Director said that he wanted to find out a great deal more about this and directed that the Gen- eral Counsel look into the history of SDMIC and make a report to him. (I have passed this on to Larry Houston.) 2. Bill Quinn, Deputy Director of DIA, telephoned to say that they had been di- rected by the Secretary of Defense to submit a plan for Career Development which would include officers and enlisted men of all services and civilians. They have a deadline of 1 July 1962 and are setting up a group of five people to study this problem. He requested that we designate someone to participate with this group for approxi- mately a month so that they might take advantage of our experience insofar as their plans might relate to civilian personnel. I told him that we would do this and that I would be in touch with him in a day or two. The group is to start work on 1 April. Hence, I must get my nomination to him prior to that time. 3. I attended a briefing which gave for General Carter. I thought that it went quite well . 25X1 A9, 4.
