25X1A9a 4. I spent considerable time with discussing his future. He seems
determined to stay in Government, if possible, and as far as I can gather has made
little or no effort to get himself established in industry. He has heard that there is a
vacancy in the Office of General Counsel and wanted permission to apply for it. I told
him that I had no objection but that this would be entirely up to Larry Houston.
25X1A9a 5. telephoned to say that Rutgers University in New Brunswick,
New Jersey, was looking for a "Vice President-Comptroller, " the salary, he under-
stands, to be $18 or $19,000; he thought that I might know of some military man who
was retiring and who might be interested in the job. I told him that I would give this
some thought and that maybe I could come up with a name.

1. I had several conversations with Jim Garrison about the delay in the West
Parking Lot, and on Tuesday, 6 March, I telephoned Mr. Rex M. Whitton, the Ad-
ministrator for Federal Highways, to ask that action on this matter be expedited.

2. Just about everything went wrong in the Director's suite during its first
day of occupancy. The heating and air conditioning system was off for about an hour-
and-a-half. The CALL DIRECTOR telephone went on the blink as did the private ele-
vator. All of these things were adjusted by the close of the day, except the elevator,
which presumably was repaired in the course of the night. However, the Director is
not at all satisfied with his office and has requested that we get an architect and an in-

cuss joint financing of the National Photographic Interpretation Center for Fiscal Year
1964. It was clear that the DIA representatives were not favorably disposed to the
50/50 financing suggested by the Bureau of the Budget. It was agreed, however, that
we would make a study to determine what contributions are now being or should be
made by the participating components in order to satisfy the Bureau of the Budget's
demand that these contributions be sufficient to ensure Cbmmunity interest and par-
