1. I approved of an advance to WH in the amount of $75,000
without an administrative plan or fiscal annex to the Project. I also asked - 25X1A9a
to look into this immediately because, as I understood it, the Director ap-
proved of this Project on 2 November; this being the case there would seem to be
no excuse for having to resort to this unusual procedure at this late date.
25X1A5a1 2. briefed me on the results of their status
study of our RCA-501 Computer Center. Apparently, we have made all the mistakes
in the book, are not going to save any personnel, and are spending some $300,000 a
year more than when we were under the old system. I was very disappointed at this
25X1A9a report and asked to come to me with specific recommenda-
tions as to what we should do now at the very earliest possible date.
3. General Maxwell Taylor, the President's Military Adviser, will visit M 25X1A6a
on Friday, 2 March. and I will accompany him. 25X1A9a
4. I talked with just prior to his departure for Scott Field where
he will confer with MATS officials on contract matters. From there, he will go to
Florida where he will remain for a Board Meeting of Southern Air Transport on Mon-
day, 5 March. He plans to return to Washington, D. C., on Tuesday, 6 March.
