1. I interviewed who was interested in
a job with CIA. I passed him on to Emmett Echols and told Emmett that I didn't
see any place where we could possibly use him but that since he had had some cor-
respondence with Mr. McCone we should make sure that he was treated courteously.
2. - reported that he thought his meeting with the Reorganization
Committee went well; the Committee seemed to have some questions about the
splintering off of the activities of the Automatic Data Processing Staff within the
Agency, and Pat Coyne seemed to feel that the entire ADP effort in the Intelligence
Community should be standardized. Joe said that insofar as organizational location
was concerned, he recommended (a) reporting to the DDCI; (b) remaining in the
DD/S Area; and (c) reporting to the DD/R in that order.
3. Larry Houston told me that he had overheard a conversation which the
Director had with about surplus personnel in the Office of Training.
I later talked to about this who said that Jack had been in touch with him
and that he had answered all the questions so that the Director would go ahead and
sign off on the paper.

5. Bob also wanted me to give some consideration to letting 25X1 A

had drafted. I told him that some such letter was in order and that he should realize
25X1A9a that (a) Frank was coming home without prejudice and that (b) was
getting another letter whichoiput him on notice that his management at the Station had
not been entirely satisfactory.

6. I reviewed with Messrs. the most recent draft of the 25 1A9a
letter to Clarence Cannon on communications and agreed that Chuck and 11
hould now
go and discuss this matter . I authorized Chuck to leave a copy of
the letter and if this is satisfactory, I do not see that it is necessary to
have it signed by the Director.

8. Shef Edwards reported that he thought his meeting with the Reorganization
Committee went well. He believes that the Committee will recommend that all security
clearances of all types be centralized in his Office. While this undoubtedly will be
opposed by Ting Sheldon, and possibly NPIC and DPD, I think that it would be a good
move.
9. telephoned to say that the Office of Logistics was ready to
issue instructions on the interim parking plan which is effective 5 March. I authorized
him to go ahead and do this via memorandum from the Director of Logistics to appro-
priate components.

10. Emmett Echols called and wanted permission to talk to
about his becoming Chief of Recruitment. I approved.
