However, the final acceptance by the Government: will not take place for about ten days. In this interim the contractor will provide "at home" stand-by service to ensure that the generators will operate in case of an emergency. I told Jim Garrison that when the Public Buildings Service took over I would like to insist that there be someone on duty at the power plant who could start the generators on a twenty-four-hour seven-day per week basis. I emphasized to everyone concerned the necessity for permitting no delays on this project. I also set up a Staff on the spot consisting of a full-time Security Officer and a representative from the Office of Communications on an as-needed basis. This representative from the Office of Communications will be ex- pected to pull in TSD and the National Security Agency as appropriate. I indicated that the Project Officer, was the focal point for getting this job done so that we would have no foot-dragging on the part of anybody and emphasized that I wanted to be advised personally of any possible delay. 2. The test of the auxiliary power equipment went very well with a minimum of 3. I telephoned Dick Bissell to request that he focus on his surplus personnel problem as early as possible. I said that the paper from the Director of Personnel had been in the DD/P Area since mid November and that unless we acted soon on this I thought we might lose the authority which Congress had granted to us for one year. He promised that he would get at this and that he would have the DD/P Area rankings and recommenda- tions returned to the Director of Personnel by the end of the week.
