25X1A9a 1. telephoned to ask that I open up the S Management 25X1A9a
25X1A6d Course at next Monday, 25 June. I told him that I
would do so if I were in town but doubted very seriously that I would be.
2. telephoned to say that Mr. Dulles wanted his Agency
phone remove un ess it was of some use to the Agency to have it in his house.
I told her to remove it.
3. 1 advised Shef Edwards that I thought the security signs posted to initiate
the self-discipline system were much too inconspicuous and asked him to correct
this situation without delay.
4. Dr. Tietjen and briefe Colonel Edwards,
Mr. Lloyd, and me, as we as others, on the biome ical electronic project which
the Medical Staff proposes be undertaken jointly by the Medical Staff, Office of
Security, and Office of Communications. The project does indeed sound interesting
and should be well worthwhile. I asked Dr. Tietjen, however, to come up with a
concrete proposal with a price tag which could be considered more specifically.
5. was in to deliver the feasibility study on the hardening

entirely feasible to build such a structure at this location.) A completely hardened
sight for - would cost roughly $10 million. I gave Milton permission to show
this study to the Office of Emergency Planning. In fact, I would be interested in
getting their reaction. I also requested that he prepare a very brief memorandum
to the Director summarizing this study.
6. I telephoned about the problem of the invitee travel. I told
him that it appeared certain that we could not continue the invitee travel at its
current level and that we probably would have to have other offices finance any
invitee travel other than JOT. I asked him to study this problem immediately and
to give us specific recommendations since I think whatever changes we are going
to make should be effective 1 July.

25X1A9a 7. I talked with Pete Scoville, about a small
support staff for the Deputy Director esearc .
a. I told them to submit their proposal to me, and I would give it
immediate consideration. I will then approve what I consider to be an
appropriate support staff with the understanding that DD/R must absorb
the slots in whatever ceiling they are finally allocated for Fiscal Year 1963.
Pete Scoville expressed to me his desire to have the support career services
supply his support personnel in the same way that they are now supplied to
the Clandestine Services.
b. Their space situation was also discussed. They will not have enough
space for a support staff on the third floor. Dr. Scoville again expressed
his desire to study the space problem when he knows what his total organi-
zation is going to be and to make some effort to get them all together. I
told him that I was certainly willing to study the problem and in principle
favored getting all of his components together. However, I pointed out that
this wasn't easy to do, and I was not at all sure how we would come out after
making this study.
8. Pete Scoville talked to me about addi-
tional military personnel which they are go g to need in connection with special
projects. I explained that there was no way to have military personnel detailed
to the Agency without charging them against our personnel ceiling; however, it

be substantially in full-time support of CIA. Under these circumstances we
would reimburse them for their services, but they would not count against our
personnel ceiling.
