3. Matt Baird telephoned to say that he had had a recent security violation and
that he always had said to his people that he would forfeit one day's pay if he had a
violation. I told him that I was not in favor of this but that he should report his
security violation to me and that I would respond to his memorandum.
4. I returned the Fitness Report for to Matt Baird to be rewritten.
I told Matt that the information contained in this report to the effect that Bill had been
selected as the Chief of Station, - was not correct. Matt said that he had been
so advised by both

5. I telephoned to make an appointment for
Miss to see them. said that Francis Gary Powers had been in to see
them and that he wanted to talk to me about it before it went any further. (On 25 April
I talked further with -about Francis Powers. He said that they would be glad
to represent Mr. Powers in any of his business transactions if we wanted them to;
however, they do not and will not handle a domestic relations case. Accordingly,
they would like Mr. Powers and us to understand that, if they are to represent him
in any way, they will not be pulled in on any domestic relations problems. All in all,
this is a case which the would just as soon not have but will not turn it down.
