Jim Garrison was in to review a number of items prior to his departure on TDY, from which he will return about 9 June. He believed that NPIC and the architect were about to levy certain requirements for changes in which 25X1A6d would delay its completion. They involve a high degree of air cleanliness, 25X1A remote feed-out stations, and certain automatic film delivery equipment. I emphasized again to him that any such changes bringing about delays would have to be justified by NPIC and the Deputy Director (Intelligence). (On Tuesday Mr. McCone said that, while en route from Los Angeles to Washington, he had sat with the architect as a result of which he was worried about the completion date. He emphasized that the operating conditions and the security of Steuart Building were unsatisfactory and repeated his strong desire to occupy n schedule. At this time I told him of my worry also and that, after consulting with the architect and the DD/I, I might have to come to him for a decision. Later in the day I talked with , who believed that changes made to date would not delay us. /However, I want to arrange a meeting tomorrow with NPIC and the architect to nail this down as tightly as possible.) 2. was in to talk with me about his retirement which was scheduled for 30 April 1962. He said that he has been working fulltime in connection with the move and has had no opportunity to look for a job elsewhere. I approved an extension until 30 June 1962 and notified Emmett Echols. Sam also talked to me about letters of commendation or appreciation for a sizeable number of people who have been especially helpful during the move to the new building. I told him that, by all means, we should do this and that he should initiate this action within the Office of Logistics. 4. Emmett Echols reported that the Audit Staff and the Office of Security each have one colored employee. This leaves the Medical Staff as the only DD/S component having no colored employee. Ray Cline telephoned to say that he understood Bob Amory was very attached to his old swivel chair and wondered if we could get it to him at the Bureau of the Budget. I told him we would do this.
