Larry Houston telephoned me to say that they were in a real hassle with Emmett Echols about insurance for some of the SR types who are under- taking hazardous duty. He will get together with Emmett and and they will come to see me if they can't agree. (On Friday, 30 November, I talked to both Emmett and Bob about this and apparently they could not agree. Accordingly, I have set up a meeting with these three for Monday, 3 December, to try to sort this out.) 2. Pete Scoville telephoned me again about space. He has some rather senior people coming on duty in his immediate staff and wanted to take over the space which Jim Garrison has for his office in this building. I have discussed this with Jim and I see no alternative but for Jim to release this space. I suggested that he take a small office on the second floor in the area occupied by and I think he will come to this conclusion within the next day or two. 25X1A9a 3. were down to see me about space in Alcott Hall for the Office of Basic Intelligence. Shef Edwards also called me about this, opposing very strongly the OBI request that he relinquish one wing in Alcott Hall now occupied by and his counteraudio group. I went to 25X1A9a Alcott Hall and looked at this space, and I also went to OBI to see what the opera - tional problem was which necessitated evicting the Office of Security. I concluded that OBI had a bona fide problem and that really did not have a very 25X1A9a good claim to holding this space. In fact, his area is pretty sparsely occupied and I suspect that, if he had to, he could give up the wing without getting replace- ment space. However, we have offered him another wing a short distance away to replace it. I have, in fact, told Colonel Edwards that he would have to give this space to OBI. 4. I hosted a luncheon which Shef Edwards arranged for the Visa Chief of the Department of State and some members of his staff. They were very appreci- ative, and I think this will help to ensure their continued cooperation. 25X1 A9a 5. Kirk said that he would do this without delay, and I have so advised Shef Edwards. 6. Paul Borel telephoned me for my comments or concurrence on a USIB paper--USIB-D-39.5/16 of 23 November 1962 having to do with the release of intelligence information to contractors. (On Friday, 30 November, I obtained 25X1A9a a copy of the paper, checked it with and gave Paul my oral concurrence.) 7. reported that General Carter signed all the supergrade actions over last week end and that we should have the papers shortly. 8. Larry Houston reported that he thought we have authority to pay the McLean Fire Department for ambulance service provided we have some sort of a contract with them. We have, therefore, asked 25X1A9a _ to work on it, and I have asked them to approach it in any manner which will permit us to pay for services rendered rather than pay a lump-sum standby fee regardless of services rendered. We have no alternative except to put a one-line item in the budget for the Fire Department service. (I must assure that this is done; time is getting short.) 9. - telephoned to say that the Comptroller would assume re- sponsibility for sponsoring a party in Ed Saunder's honor but thought it probably would not be before January 1963. 10. Mr. Kirkpatrick talked with me about decorating the space immediately adjacent to the Director's office. I told him that we would be very happy to have him assume complete responsibility for this and that, if he would merely let us know what he wanted done, we would be very glad to do it. I also chatted with him about decorations, pictures, exhibits, etc., for the entire building, and he thought it would be a fine idea to have a committee, pos- sibly headed by or someone else, produce a master plan and work on this problem through the years.
