Dr. Tietjen called to request permission to show my Memorandum for the Record concerning the A&E Staff to Dr.- I told him that I had no objection to his showing it to anyone who had a legitimate need to see it. 25X1A 2. I attended a meeting of Larry Houston, Mr. Kirkpatrick and myself which Kirk called to discuss the acquisition of property a ~acen o e headquarters building to protect ourselves against technical or other surveillance. It was agreed that we should first ask the Office of Security, with the Technical Services Division and the Office of Communications participating, to make a formal survey of our requirements. John Bross telephoned to say that he had reconsidered his letter to the Bureau of the Budget on the balance of payment problems. After discussing it with Jim Garrison, he felt that he would like to say that we were going to change our regulations to require components to buy American goods unless the price is 50 per cent more than foreign goods. (We should pick this up and change our regu- lations accordingly.)
