At the Senior Staff Meeting this morning: a . gave a briefing on secure telephones and emphasized that the KY-3's, which many components are requesting, cost about $25, 000 each, for which we are not budgeted. Components will have to pay for them if they want them. b. Emmett Echols reported that our UGF and PSAS drives were going well, and there seemed to be no reason to believe that we would not meet our quota. c. Gates Lloyd gave a brief run-down on the status of emergency planning, the essence of which was that we had made more progress in the last seven days than in the last seven years and that he hoped we would not lose the momentum which we have gained in bringing our plans up to a more realistic state, d. Larry Houston gave a run-down on the use of appropriated funds for lobbying - you can't do this. e. Jack Earman briefed the group on his trip to Africa. Of par- ticular interest to DD/S was his statement that he found housing and f. Colonel Grogan briefed the group on the Public Information Committee appointed by the White House, of which he is the CIA member. Of interest to DD/S was the statement that the President did not expect to go to the OEP classified location in time of emergency. (Since the Director has stated that he will go where the President goes, this poses another interesting emergency planning problem for us to pursue.) 25X1A9a g. compared the crisis in China with that in Yemen and said that from his point of view the one in Yemen was much more dangerous. John Bross informed us of pressures we are about to receive from the Bureau of the Budget to reduce our budget by about 10 per cent, to reduce our personnel, and to take more drastic action to solve the balance of payment problem. (This seems very academic to me in light of the actions we are now taking which will increase our expenditures for both Fiscal Years 1963 and 1964.) 2. Mr. Kirkpatrick advised me that General Carter had approved all of the "constants" in our space plan. He also said that it seemed almost certain that Task Force W would be eliminated. I have advised Jim Garrison of this and have asked him to prepare new alternatives based on the assumption that TFW would be eliminated and its space recovered. 3. 1 met with Shef Edwards and the DCI Security Staff for about an hour. The morale of this Staff is very low, and I do not think there is anyone in it who would not like to get out. They realize the importance of their job and do not object to the admonitions they receive from Mr. McCone. They do, however, resent the fact that they get orders, sometimes conflicting, from so many different sources; and they definitely feel that they are made the scapegoat for the mistakes of others. Primarily because of this, I went to Mr. Kirkpatrick's 4:00 p.m. 25X1 A9a meeting and appealed for more teamwork on the part of the Director's staff. were not there, and I have told Walt that I wanted to talk to them at a later date . 4. telephoned to ask what action was taken against the editors of "Relocation Bulletin No. 19" and what action we proposed to take in connection with the counter-audio man who left plywood in the Director's fireplace. I told him that we had reprimanded the editors of Relocation Bulletin No. 19 and would rep- rimand the counter-audio man after his return from overseas. 5. Shef Edwards alerted me to a possible request upcoming from NPIC to hold a party there, which would include wives, on the occasion of the opening of the Center. I told him that I would not look with favor upon such a request. 6. I interviewe who has decided to accept downgrading to grade GS-14 and assignment to the Office of Logistics.
