With regard to the McLean Volunteer Fire Department situation, Larry Houston has advised that he believed we could put a line item in our budget; and, if approved, we could legally make a contribution to the McLean Volunteer Fire Department. I have therefore asked to develop an estimate of what would be a fair contribution, and I have alerted that we may want to insert this amount in the Fiscal Year 1964 budget. 3.. At Ray Cline's personal request, I approved the installation of a "call director" on his secretary's desk. 4. telephoned for guidance as to what further distri- bution show d be made of the procedural guidance for getting priority on tele- phone lines. I suggested that it have a very limited distribution inasmuch as it could be misused if it got into the wrong hands. 5. I telephoned Steuart Pittman, the Assistant Secretary of Defense for Civil Defense, about the lack of distribution of emergency supplies, which we are told by the General Services Administration are available in a Washington, D. C., warehouse but which cannot be distributed without permission from Mr. Pittman's office. He explained that they were reluctant to stock Govern- ment buildings until those shelters available to the public had been stocked and that he thought the whole program would take about six months to complete. On my insistance, however, he agreed to re-examine the matter and to see if something couldn't be done to release supplies for high priority Government buildings such as ours. (The Defense Supply Agency actually has the responsi- bility for putting the supplies in place, but I gathered that they are governed by policy guidance issued by Mr. Pittman's office.)
