R Approved For Release 2001/08/08 s :iq-RP76-00183R0Q,400030079-3 DIARY NOTES DD/S 30 October 1962 1. 1 talked to Larry Houston, Shef Edwards, and 25X1A9a Stan Grogan about our problem with the McLean Volunteer Fire Department. Since construction of our building started, they have answered 60 fire calls and 75 ambulance calls, yet we are precluded by a Comptroller General's decision from using appropriated funds to compensate them in any way. The Comptroller General's decision grew out of a request by the Navy to enter into a contract with the Cabin John Volunteer Fire Department for services rendered to the David Taylor Model Basin. The cases are so similar that there seems to be no doubt that our hands are tied without special legislation or a line item in our budget. Inasmuch as the Fire Chief is being interviewed by radio station WTOP, I asked of the Office of Security, to contact him and to tell him that, while we were most sympathetic and anxious to help, our hands were tied at the moment. (We do not wish to ask that he not grant the WTOP interview; but, if he does, I hope that he will put our position in proper perspective.) Larry Houston has now advised me that he believes a line item in our budget would be the proper way to solve this problem. 2. was in to see me about his difficulties with the 501 computer center in the Comptroller's office. I gathered that the relationship between the 501 center and the Automatic Data Processing Staff was not satisfactory, and Joe offered three possible alternatives: (a) to leave the situation as is, (b) to have ADPS assume responsibility for the center, and (c) to study DD/S needs for a computer center with the 501 being only incidental. 3. Jim Garrison telephoned to say that we have been offered two tickets for the 17 November 1962 dedication of the Dulles International Airport. I asked him to find out whether the Director was already taken care of; and, if not, these tickets should be offered to his office. 4. Matt Baird telephoned me about the feasibility study for a C-47 airstrip He said that, much to his surprise, the feasibility study alone is going to cost about $10, 000, for which he is not budgeted; and preliminary estimates are that the strip itself would cost $500, 000. He assured me that he was under no pressure from any point at this time to proceed with this study, and I authorized him to discontinue it. He inquired as to the status of our "centralized personnel file system", and I told him that he would have a paper on this within the next few days. b. Jack also inquired as to what had happened to his suggestion that we provide our employees with passport photos. I also told him that I thought we would have something resolved on this pretty soon. c. With regard to Jack's trip, he felt generally that our people were living in housing not too ostentatious. However, he did feel that the new housing policy, which is going into effect on 1 January 1963, will be a good thing. He also had a feeling that may be a little plush. (I want to ask to look into this quietly.) 6. I advised Emmett Echols that I had been unable to come up with a 25X1A9a job for but would let him know finally within the next few days. 7. 1 returned to Emmett Echols the brochure on the dental insurance plan and asked him to compute the cost of this plan more accurately in the light of studies to date and to circulate this information to employees, giving approxi- mate cost and other significant provisions, in order to try to find out just how many people would want to buy this kind of insurance. 8. Noting in the paper two or three articles about AEC's drive to recruit scientific personnel, I asked Emmett Echols what the status of our scientific pay scale was. He seemed to have lost track of this. I asked him to get after it without further delay. 25X1A9a 9. I reviewed theme case with. again when he has completed his investigation. 10.
