1. I talked to Jim Garrison about the air conditioning in the headquarters
building and what I regard to be the unsatisfactory progress being made in
correcting the defects. I told Jim that it seemed to me that the Public Buildings
Service and the contractor were moving at a "snail's pace" and that we should
put all the pressure we could on them to expedite action. I told him that I was
prepared to write a letter to the Commissioner of PBS or to the General Services
Administrator if this would be appropriate. (Jim will look into the matter and
submit a recommendation to me.)
2. I talked to Jim Garrison about getting more plasterers on the job at
25X1A6a and the note in his weekly report for the week ending 24 October 1962
to the effect that union officials have an agreement not to work overtime. He
said that the union officials had made an exception in the case of and
that plasterers were working overtime.
3. John Tietjen telephoned to say that had prepared a
25X1A9a memorandum to about the A&E Staff and would be sending
John a copy. John understood that- recommended that TSD take over
about six professionals and three clericals from the A&E Staff. In this connection
25X1A9a I sent a copy of the memorandum which John had prepared on
this subject and requested that we expedite our decision in this matter.
4. I attended staff meeting at 1600 hours today, at
25X1A9a which briefed the staff on the actions of the National Security
Council Subcommittee on Communications. This situation is moving very fast,
and we have been requested to install 89 additional KW-26's around the world
within the next thirty days. Our biggest job is in Latin America, although the
study is world-wide. I have briefed Mr. Kirkpatrick on this matter and have
reminded him that in taking these actions we were incurring substantial expenses
for which we are not budgeted, and we were automatically increasing considerably
the personnel ceiling of the Office of Communications. I also arranged for Bill
25X1A9a to brief the Director on this matter at 0900 hours tomorrow, 30 October.

25X1A9a . 5. was in to see me about a report which we have been
making semi-annually to the Air Fbrce listing CIA personnel authorized to
conduct liaison with the Air Force. Inasmuch as we don't do this for any other
Service and it was something started by and General Cabell, and 25X1A9a
both of them have gone, I decided to discontinue the report unless it is
specifically requested at some future date.
7. I accidentally bumped into of the Mobilization and Military
Personnel Division. He showed me rough drafts of a book dispatch and a letter
to the Adjutant General of the Army about our reserve situation. I told him that
I thought the dispatch would serve the purpose at this time and asked him to
refine them, as well as to put them in final form.
8. Jim Garrison called my attention to a cable (IN47962)
This cable indicates that contingency planning by the military in t e an crisis
is going forward unabated and that we are turning over our first supplies from
the beginning at 1700 hours today.
9. I met with John Tietjen and Shef Edwards to discuss the -case
and have referred his appeal to the Inspector General for further investigation.
10. Emmett Echols telephoned to say that had asked
him for a quick appraisal of inasmuch as he is among those being
considered in the Clandestine Services for promotion to grade GS-17. I told
Emmett that he should tell Dan that Harry has done a perfectly acceptable job
as Deputy Director of Personnel; however, he does not have the qualifications
which we want in a Deputy Director of Personnel for the long pull and that if
he should be promoted to grade GS-17 it should be with the understanding that
he would be returned to the Clandestine Services shortly, which we contemplate
in any case.
