25X1A9a 1. I talked with Ting Sheldon, and Mr. Kirkpatrick
about our supergrade problem; and we finally agreed that we should offer for
the present to reduce by fifteen the pools which have been set up, taking seven
from the Deputy Director (Intelligence), five from the Deputy Director (Plans),
and three from the Office of the Director. I have prepared a letter to the
Bureau of the Budget and have sent it forward for General Carter's approval
before I sign it. I have also recommended that immediately upon dispatch of
this letter we promote some of our people whose promotions are waiting pending
approval of the increased allocations. Kirk alerted me that the Director wanted
25X1A9a to promote Messrs. to grade GS-16 right away and raised the
question of promotin told him that it was all right to promote
Ernie at the same time if that is what they would like to do.
2. In a discussion with Mr. Kirkpatrick it was evident, as I have known
right along, that there is some difficulty in coordination in the Director's office.
He asked me if I would ensure that anything sent to- be sent also to 25X1A9a
him. I asked him if he had any.spedfic incidents to complain about, and he said,
"No". I assured him that we would do this, and I will plan to take it up at an
early DD/S staff meeting.
3. Matt Baird was in to see me again about the A&E Staff. He was
anxious either to call the whole thing off or to move forward with it. I told him
that I did not want to call the whole thing off and that I saw no reason why we 25 1 9a
should not move forward promptly. I telephoned who had
not heard from I told Tom that I was anxious to get on with
this, and he said that he would get at it right away. (I want to push forward with
this because I definitely intend to have only one such unit in the DD/S regardless
of what arrangements we may be able to work out with the Deputy Director (Plans).)
25X1A9a 4. telephoned to say that had been 25X1A9a
proposed for attendance at Brookings Institution as well as the Armed Forces
Staff College. He doesn't see how he can spare him for either. I agreed that
25X1A9a he should not go to Brookings but asked to reserve judgment
on the Armed Forces Staff College since we can probably arrange to send him
next summer rather than next spring. He concurred.

5. of DD/I telephoned me about special parking
arrangements which he wanted to make for the Office of Research and Reports.
They are working on two shifts, and he wanted to have a few duplicate parking
spaces. I told him that this sounded all right in principle but that he should
clear it with the Office of Logistics. (I also alerted and asked
him to take care of it for me.)
6. advised me that we have a requirement to supply five
good secretaries, who are cleared for Top Secret, for the White House. I
told him to go ahead.
7. advised me that Mr. McCone would like
a laborer in the Office of Logistics, to be Mrs. McCone's chauffeur until they
can find one somewhere else. I talked to about this and told him
to find some way to put on leave without pay and to ensure that he
will be paid at the same rate by Mr. McCone. (Harry has worked out the
necessary details.)
