I telephoned General Quinn, Deputy .Director of the Defense Intelligence Agency, and invited him to visit our Static Display at his convenience. He will let me know when he can see the display. 2 . and I met briefly with Mr . Kirkpatrick to discuss space. He agreed that we have done about all we can do pending some policy guidance from General Carter or the Director . Kirk will arrange a time for us to talk to General Carter -probably Friday, 5 October. 3. The Director has requested Mr. Kirkpatrick to obtain a sketch of our property and to identify on it property owners surrounding us. The Office of Logistics is in the process of ascertaining the property owners, which will take a day or two. I gather that the Director's idea was to consider the possibility of buying same of this property in order to prevent the building of apartments on it. (Since we have been unwilling to take a position against apartments until now, I would be very surprised if we could really go forward with. buying adjacent properties in order to prevent them.) 4. I talked to John Tietjen about his budget, which he felt was extremely tight. He thought that he would have to have the 2 per cent now being withheld and possibly more in order to get by for this fiscal year. I asked hirn to take up this matter with Gates Lloyd and right away with a view toward making a presentation to the Financial Policy and Budget Committee. John and I also discussed a project which he would like very much to undertake and which would be quite expensive . I asked him to bring this forward at a fairly early date with the hope that we might identify year-end savings which could be used to get this project under way. 5. John Bross telephoned to request that I meet with at 1630 hours on Tuesday, 9 October, to discuss our supergrades. (I have arranged for Emmett Echols and~to be here, and John Bross is inviting the other Deputies to come or to sen a senior representative.) 6. I agreed to attend a briefing on OSA activities, which is arranging for 1500 hours on 23 October. All of our DD/S Office Heads and Staff Chiefs who have proper clearances will be invited. Emmett Echols advised me that they have been in touch with an applicant in whom Congressman Johnson had an interest, and that was no onger interested in employment with the Agency. 25X1A9a $. ~ telephoned Emmett Echols to say that Congressman Jerry Ford who was on our Appropriations Subcommittee, was interested i.n the case 25X1A9a of ~ who was rejected for the JOT" Program by our Medical Staff. Emmett has checked into this case, and there is no uestion at all about the soundness of the decision. (I asked him to have xplain this 25X1A to Jerry Ford; I feel sure that we will hear nothing further out t.) 9. Shef Edwards telephoned to say that he had received the paper from the Credit Union recommending that we hire an outside auditor to audit Credit Union activities. Shef said that he had advised who brought the 25X1A9a paper to him, that he had serious reservations about this and had suggested 25X1A9a that ,who had signed the paper, bring it to me before proceeding further. 10. John Tietjen reported that ~ has been hospitalized again for psychiatric reasons. It may be serious this time and could mean that he will not return to duty with the Agency. 11. John Tietjen also talked to me about some of his personal ambitions. As I have realized for many years, he is restless in his present job. I have no worries that he is likely to leave it, but at the same time he would like to do something more in the Agency in the field of medicine, the scientific area, or elsewhere than he is doing at present. I assured him that I would keep my ears and eyes open for any such possibilities . 12. I talked with Emmett Echols about the possibility of having 25X1A9a _ reglace when Harry's tour expires.
