At the Executive Committee Meeting this morning it was clear that everyone felt that th was deteriorating rapidly, and I gathered that it is entirely possible that we might be called upon for a rather sizable logistics lift if the truce does break down and war starts all over again. 2. reported that last Friday, ,5 April, an OPIM message to which required a reply, was receipted for but not replied to . o ow-up message was sent on Monday, 8 April, and the reply came back saying that this had been due to a comedy of human errors having to do with an overworked operator at the end of his shift, etc. and I agreed that this was an unsatisfactory explanation, and he agreed to dispatch a message to - forthwith directing that he conduct an investigation and submit his report and recommendations. 3. Emmett Echols, were in to brief me on their ideas on forming a "25th Hour" Recreation Association and charge $2 per person to belong to the Association. We now have twenty-six different activities and =people participating in our recreation program. If we are to continue to expand it, we must either spend appropriated funds, which I think we cannot and must not do, or find some other source of revenue. The $2 annual member- ship would be ample; and, if they can provide a theatre and other ticket service, they may have something to offer which will make it worthwhile. At any rate, the plan appeared to make a great deal of sense to me, and I requested that it be presented to the Personnel Advisory Board at an early date. Prior to this, however, they should check it out with the Office of Security and the General Counsel. 4. Emmett Echols and were in to brief me on what is going on in our hazardous risk insurance business. a. has recommended positively that we sell the and we all feel that we should ride along with this problem b. A new procedure has been instituted wherein the request for any contract for personal services must state whether or not a casualty plan is required, and if it is whether or not the Director of Personnel has approved it . d. has recently approved a paper which provides some policy guidance, at least for the DD/P, as to how we should treat missing-in-action personnel. Emmett believed that Phase 1 of our attack on this over-all problem has been fairly well completed, i. e., , we have an inventory and we know what our problems are. Phase 2, however, should probably be the appointment of a task force to study and develop a "BEC"-type program for the Agency. I asked Emmett to take this up with his Personnel Advisory Board. While I concurred in the appointment of a task force to study the problem, its report should come through the Personnel Advisory Board. a. I reminded Emmett that we might be called at any time to testify in support of our early retirement legislation, and he has not prepared a presentation. I asked him to do so without delay. b. Emmett raised with me his growing problem created by increasing efforts by many components of the Agency to hire people on contract in order to get around charging them against our personnel ceiling. I asked him to make an inventory and determine how serious this problem is. We then must decide what to do about it. c. Emmett advised me that he had explored with the General Counsel the possibility of leasing a fixed number of rooms at some decent location into which we might put new employees until they have found a satisfactory place to live. He is optimistic as to the General Counsel's final views on this. I asked him to keep me advised. 6. General Carter asked me for a report on the status of our regulation on a scientific pay scale based on Public Law 313. Upon investigation I found that this had been held up by the Comptroller and General Counsel since 28 February. Jim Garrison and I gave them the benefit of our observations from the field, the gist of which was that, while theoretically there is no reason why the military logistics system should not take over fully on 1 July 1963, as a practical matter we do not think this will happen and we anticipate that we will continue to be called on for support. We also all agreed that we should be as responsive as possible if they have the money. I urged that if possible we accept an Army audit of the SWITCHBACK expenditures. No one seemed to think this would be any great problem. I also emphasized again the necessity for good record-keeping at Saigon so that we can identify positively those items and the cost thereof which go into the several projects run out of Saigon and particularly so that we should be able to distinguish those which go into CIA projects and those which go into SWITCHBACK. 8. advised me that the White House had requested that we pick up a communications technician at grade GS-7 and then detail him to the White House on a non-reimbursable basis. I authorized Harry to do this. 9. I concurred in Emmett Echols' proposal to send to 25X1A6a on TDY to help out in clerical recruitment.
