I talked with John about the psychological studies he is to undertake. He explained that his reason for not moving faster was that he wanted to make sure the Psychiatric Staff and the A&E Staff were properly melded before they start on the studies by the various task forces. He believed they were making real progress and were almost ready to go. I said that I understood this but wanted to proceed as rapidly as possible with this exercise. I also said that, while I thought the JOT Program was probably a good place to start, our real problem was going to be with TSD; and the sooner we got started with this study, the better I would like it. b. John alerted me that he was submitting a paper on a new facility for dependents' medical examinations. c. I talked to John about lack of progress by the Medical Staff in contributing to our integrated personnel file. I told him that I had expected that this file would be reasonably complete by 1 February 1963 and that he must proceed forthwith to make his contributions. He apparently has been having some trouble with his doctors; however, I made it clear to him that this was an order and I intended to see that it was complied with. 2.10 was in to brief me on the Personnel Officers' Conference to be held at and I agreed to address the group on the morning of 16 May. 3. At the Executive Committee Meeting this morning General Carter spoke about the USIB Security Committee. He said that the Committee itself wasn't as competent to spot possible security leaks as many others in the intelligence community, and he urged everyone at the table to get in touch with if they noted anything that would appear to be a leak of intelligence information.
