John Bross obtained General Carter's permission to brief Mr. Michaels, a member of the House Appropriations Committee staff, who apparently works for and has the confidence of George Mahon. b . General Carter referred to a letter from Senator Dodd and another from Congressman psmers. Replies are being prepared by the Inspector General; however, General Carter wanted these letters analyzed by the Office of Security to try to detect the source of some of the information therein and to determine whether there had been a security breach. (I telephoned and asked him to under- 25X1A9a take this without delay.) c. General Carter again launched into a speech qn personnel management in which he said that he was still dissatisfied with the way we handle people and the inadequate performance on the part of super- visors in the entire chain of command. As usual, he was not specific but expounded upon his usual theme about remembering that we were dealing with people and that he wanted to have an esprit de corps which would make everyone extremely proud of belonging to CIA, etc . , etc . 2. I talked to Stan Grogan about what GSA might say in response to press queries about our acquisition of additional real estate. We agreed that they would say that the Government must control this property for security reasons and that we would not elaborate on these securit reasons or the extent of control which 25X1 Aga we had in mind. I later met with f)ffic~ of ~,ogistics; ~ Office 25X1 Aga of Security, and the two GSA people (Clarkson and ~c~chgn) 'who are handling this acquisition. I was favorably impressed with the GSA men. They appeared to be old hands in the business and have just recently completed the acquisition of more than 500 separate parcels in the Dulles Airport area. I made it clear to these representatives that, insofar as Dr. Sterrett and Mr. Fallin were concerned, we had no particular desire to evict them and that any reasonable arrangement. by which they could still live there and we could have control of the property would be satisfactory to us. (I asked to produce in 25X1A9a against any life tenancy agreement and suggested that something Like afive- year, rent-free occupany might be interesting to them from a tax paint of view 3. I discussed with General and a memorandum which they had prepared outlining the extent to which the Office of Communications~5X1 Aga appears to be over-extended. The gist of it was that their Fiscal Year 1965 budget request will prdbably be something like and will call fora 25X1 Al a substantial increase in the number of personnel. Even assuming that the money is forthcoming, they are very concerned about- the quality of personnel. The quality of our communications and support of clandestine operations is in many instances dependent upon the individual operator. We are already having to curtail the training and experience we can give these individuals before sending them. out and this situation will grow progressively worse. We agreed that I should bring this critical matter to the attention of the Executive Committee and also request the Director to sign a letter to the pointing out 25X1A12 our limitations . data processing. W ewe were not a m agreement on many things, we did _ v agree that we should try to centralize the Agency's computer operation to the maximum extent possible. Joe and I later talked to Mr. Kirkpatrick about this, 25X1 Aga and he was completely sympathetic . I later talked to John Brass about transferring the 501 operation to the ADP Staff. While John was personally willing to do this, he knew that ould be very strongly opposed and he was concerned about a management problems that might ensue because of the lack 25X1A9a of mutual respect between his ADP unit and Joe's staff. I asked him to discuss this with and to tell them I would be very glad to talk with them, ver, e o that as of now I intended to make this proposal. (I also made a date to discuss this with DD/I on Tuesday, 19 February.) 25X1A9a 5. At the Executive Committee Meeting this morning: a . General Carter speculated that he thought that someone in CIA "' d the ball" on the ICC investigation of Air America. was requested to look into this. b. General Carter also said that all action against Cuba at the moment must be related to the effect it might have upon getting American prisoners out of Cuba, which has first priority. Jack Smith reported that Bob Allen's column had contained some information which probably carne from COMINT channels . He also said that this had already been turned over to the office of Security, who were working on the problem . d. General Carter reported on a White House meeting which he attended last night where the possibility of setting ug a committee on subversion in Latin America was discussed. Even though a CIA 25X1 Aga representative had been selected to head the committee (this was later changed , eneral Carter had never heard of it and, in fact, had to invite himself to this meeting. He emphasized again the real necessity of everyone being alert to detect any such problems in- volving the Agency and to get the information to the Director and him promptly . 25X1A9a 6.
