1. At the Executive Committee Meeting this morning:
a. General Carter asked Larry Houston about the status of our early
retirement legislation and instructed him to send someone to the Bureau
of the Budget to stay there until this was pryed loose and delivered to Congress.
h. Tohn Bross reminded General Carter that we had reached no solution

would answer any questions which higher authorities might raise regarding a

Office of Logistics had told him it would cost to get out a new "blue book" which
the Director might use in his discussions of professionalism in CIA. (This does
sound high and I told Ernie that I would look into it.)

top of the situation as much as he can be. He noted that both
had had separate interviews with one of our psychiatrists, who has offered to see
them again at any time that either of them wishes to see him.

6. I met with to discuss his future and offered him three
possibilities: (a) transfer to another Government agency provided he can find
himself a job, (b) retire voluntarily, or (c) remain on the Agency rolls until
he reaches age 60 with a definite understanding that he will have to accept
whatever odd jobs I assign to him whenever and wherever they may come up.
He did not appear at all enthusiastic about the last possibility, and I think he
may well choose optional retirement. He said that his blood pressure was
high as a result of this great shock and he was going to see his doctor this
afternoon. I agreed that he should take a few days of leave to think the whole
