1. were down to talk to me about their desire
to organize a privately financed athletic club for CIA employees on Government
property. There are many ramifications and obstacles. I told them that I
thought the first thing to do was to find out whether this was legally permissible,
and I undertook to ask the General Counsel for an opinion.
2. When forwarding the list of personnel in the Agency who have firing
permits, I noted that there were 252 names on it. I have asked Shef Edwards
to review this to make sure that we really need to have this many permits.
. At the Executive Committee Meeting this morning:

a. The Director said that in his talk with the President yesterday the
President had re-emphasized his feeling that Latin America was probably
the most important area on the globe insofar as this country was concerned.
b. The Director indicated that in the interest of our liaison with
foreign services he expected to start some foreign travel and planned to
goto sometime between now and the end of February- -probably 25X1A6a
also to and on a later trip-
c. The Director said that he proposed to go over all of our problems
with the Department of Defense one by one--NPIC, NRO clandestine
operations, the works; and, if necessary, then to go to the President and
to arrive at a clear understanding of what our responsibilities were.
d. The Director also spoke to Larry Houston about getting the DCI
and DDCI elevated on the executive pay scale. He wanted the DCI to be
elevated from category 4 to category 1 and the DDCI from category 5 to
category 2. He asked Larry to draft proposed legislation which could be
attached to our appropriations request; then he proposed to take up the
matter with the White House and get their permission to do so.
