21 January 1963
1. 1 talked to Emmett Echols about our fitness report monitoring system
and emphasized to him that this must be put on the front burner and implemented
at a very early date.
2. I also told Emmett that I would like to review as soon as possible the
proposed regulations which will govern our early retirement program if and when
we get it through Congress.
3. General Quinn, Deputy Director of the Defense Intelligence Agency,
telephoned to say that he was interested in a lot located near our building. He
queried me as to whether the U. S. Patent Office was going to build out here. I
told him that I did not think they had ever obtained approval to do so. He queried
as to whether there were any restrictions as to how close to our fence he could
build; I told him there were not. (It sounded very much like a fishing expedition fer re'?
other than that given me by Bill Quinn.)
25X1 A 4. 1 talked to about Task Force W, its future, and
what bearing it might have on our space problems in the headquarters building.
Des said that he really didn't have any marching orders at the moment. His
instructions from Dick Helms were to look the situation over carefully, then
look again, and then look some more. He didn't anticipate that they would need
any more space, but at the moment he has no basis on which to give up any. (I
passed this on to Mr. Kirkpatrick, who said he would take the problem in hand.)
5. Mr. Kirkpatrick telephoned to say that, effective tomorrow morning,
there will be daily meetings of the Executive Committee in the DCI Conference
Room at 0900 hours.
6. Matt Baird and I met with Mr. Kirkpatrick an to discuss
the directive on mid-career training. Kirk agreed to a program which included
a course along the lines I have been considering. I told him his deadline was

totally unrealistic and we didn't think we could put on such a course before the first of
October 1963. However, we should be able to start the program very soon,
possibly by 1 April, since this does not mean the inauguration of any courses.
We have set a target date of 15 February 1963 for submission of the draft regulation.

7. Shef Edwards is still interested in a promotion fo and
25X1A I told him that I would put out a feeler with on the subject. I have
done this, and Walt's attitude was negative.
