1. I told of the Office of Special Activities, that I
understood knew quite a bit about OSA's computer requirements
and I wondered how he found out about them. I also told John that the likelihood
of us using Phil and DMJM on this problem was very remote and requested that
they give him no encouragement along these lines. I also talked to 5X1A9a
and told him, if he contemplated using_ on any of his computer problems,
to discuss the matter with me first. He said he would certainly do so but
thought the chances of using them were virtually nil.
2. I talked to Dick Helms about his views as to who should chair the
Scientific and Technical Advisory Panel, and he felt strongly that it should be the
Director of Personnel or his designee.
