I relayed to Shef Edwards and Matt Baird the Director's desire that CIA not be mentioned in Mr. Atwater's "Saturday Evening Post" article on counter -insurgency. 2. With Jim Garrison I visited and NPIC seemed to be settling down nicely. (I am pleased with the wa it has turned out.) The Director and General Carter also visited after which General Carter told me that he and the Director were both g ly pleased with the building. 3. I talked with General Carter, Mr. Kirkpatrick, 4. Kirk advised me that the Civil Service Commissioners will be coming to lunch here at 1230 hours on 29 January and will stay for a short briefing there- after. Emmett Echols and I have been invited to the luncheon, and Kirk suggested that I submit another name or two if I wish to do so. (He plans to give a general briefing on the Agency and then allow us to talk about our career service system, etc .) 5. buzzed to say that he knew that the Office of Logistics was in the red as a result of actions which they had taken upon assurance that the Department of Defense would reimburse the Agency. There seems to be some question about this now, and General Carter has declined to allow the Comptroller to give the Office of Logistics any more money to bail themselves out. I told John that I would get into this right away; and, unless some relief was forthcoming, I would prepare a memorandum for General Carter telling him what an impossible position this places us in. 6. In Joe's instance, he had committed himself to CIA with much shorter notice and now the Agency was not living up to its commitments. Joe implied that the Business School might bill us for his services anyway. I told Matt that I would like to sleep on this but that I doubted very seriously that had said this tol and I was seriously considering calling him up and talking to him about the matter. 25X1A6A 7. Kirk asked me for any nominations I had for candidates to go to the Regional Conference 0 on 27 January. (I have nominated from the Office of Communications, and must decide promptly whether anyone else should go.) 8. 1 told General Carter that I had in mind fixing up a set of quarters there sometime soon and make further plans in this regard. found that he was most enthusiastic about this and had some 25X1 e to ideas about how it should be done.
