Jim Garrison reported that, as a result of a meeting with the contractor this morning, he has been able to work out a schedule by which the air-conditioning alterations in the Director's office will be completed and the Director can occupy the office on 12 August. This involves split-second timing; however, and it is always a risk that he might not make it. In this connection, Mr. Kirkpatrick reported that he had discussed this problem with the Director and the Director said he would let us know on Thursday, I August, how long he intended to be gone. This is why I guess we must play it by ear, and the whole business might have to be interrupted at any time. However, I see no alternative but to continue the work that is underway at least until 1 August when the Director gives us further word. 2. John Bross telephoned to remind me that the Director expected each Deputy Director to make a searching review of his personnel requirements without delay. John anticipated that we should have this completed by the middle of August in order to get a decision from the Director prior to 1 September. This is of vital importance to our recruitment program. 3. telephoned later to say that General Carter had approved the financial plan for Fiscal Year 1964 and that the planning figure for Fiscal Year 1965 had also been okayed. 4. John also discussed with me briefly strong DD/P resistance to taking clerical personnel on their rolls prior to full clearance. I agreed that this was not reasonable and that we should keep these personnel on our rolls until they are fully cleared. They should, however, be transferred to the appropriate component's rolls immediately thereafter. 5. made a presentation to me and later to Mr. Kirkpatrick on the sta us o the various considerations to establish an Office of Computer Services. I told Kirk that it seemed clear to me that everyone, including DD/I, was getting more and more parochial and that we were never going to establish centralized direction of our computer activities through the committee approach. Kirk said that he would do this, and he asked Joe to submit his proposed statement of mission and functions. In this connection, I reviewed with Kirk and Joe the query by General Carter about the possibility of transferring the Automatic Data Processing Staff as a unit to the Deputy Director (Research). I reiterated that I had no objection to this if, in fact, they intended to move in the direction of consolidating the Agency's scientific and technical functions in the DD/R. It was my impression that Kirk favored the transfer to DD/R. I don't know what will happen or when, but I have indicated that I have no objection. 6. Bob Bannerman reported that he briefed Mr. Kirkpatrick this morning on our procedures for the "vetting" of personnel, and he considers that we are now off the hook on this requirement, 7. in the absence of any instructions from General Carter as to how we are to proceed with certain security policies affecting NRO and since we have some current problems to pursue, I told Bob Bannerman to proceed on the assumption that the principles outlined in his Vecden I rememoran mindeddhinm~, however, General Carter has not yet acted, were app that he should do this under the authority delegated to him by the Director without actually using the Director's name. He should allow General Carter and the Director plenty of flexibility to change the course of action, if necessary, without being embarrassed in any way.
