look into this in some detail. It doesn't make any sense to me that the Agency
should be unable to finance additional training of this same type 25X1A
and at the same time be able to finance a much more expensive NW9
facility elsewhere.

staffing requirements levied on the Office of Personnel and the limitation on
funds available to pay these personnel during Fiscal Year 1964. We all recog-
nized that this was a most serious and a most urgent problem and that we needed
policy guidance on it very soon. (John is working up a paper which he will
coordinate with us, and he and I will present the problem to General Carter
probably sometime next week.)

much better position to know what we should have. I think we will probably be

5. Dr. Tiet jen called to give me a brief report o John 25X1 A
is not in good health and is really not qualified for a position o responsibility
justifying a grade GS-18. He. definitely could qualify for disability retirement
but is not inclined to comply. With Dr. Tietjen's agreement I telephoned
Dick Helms and asked him to see Dr. Tietjen so that he could be fully briefed
on this case.
