1. briefed me on the results of the Task Force Courier
Survey, the gist of which is that we have about 75 couriers in the Agency and
there does not appear to be any possibility of reducing this number since the
workload is increasing. There are some improvements to be made in present
procedures, however; and the challenge is to try to cope with the growing
workload without increasing the number of couriers. There are a number of
recommendations for improvement of the present system, and
is to continue to work on these.
3. In a conversation with Bob Bannerman I learned that on at least one
occasion our motor pool cars, which are left in the parking lot on the weekends,
are being used by unauthorized persons. (I want to look into this with Jim
Garrison.)
4. I briefed General Carter on the addendum to contracts which was
brought up at yesterday's Executive Committee Meeting. I told him that I
thought we had made an error, that these should be withdrawn, and that the
appropriate clause should be inserted in the security indoctrination form. He
approved but asked me to express his unhappiness to Bob Bannerman, Larry
Houston, and Emmett Echols about this incident and particularly about the fact
that this policy matter was acted upon without his knowledge or approval. I
did this but emphasized to all concerned that it was much worse than that--it
was done not only without my approval but even without the knowledge of Emmett,
Larry, or Bob.
