discuss a letter which the Director had received from the Bureau of the Budget
about our Fiscal Year 1965 level so that John Bross could brief the Director later
today in preparation for his meeting with the Director of the Bureau of the Budget
tomorrow.

25X1 A 5. Bob Bannerman advised me that Dick Helms had announced that
would become the Deputy Director of Security on 1 October
MR! lis staff meeting last Wednesday, 3 July. Bob therefore announced
this at his staff meeting today. In addition, Bob said that Dick had made it
known also that it was contemplated that-would become the Director
of Security about 1 July 1964, at which time Bob would become the Assistant
Deputy Director (Support). Bob also has informed his staff that this is the
long-range plan.
