1. Bob Bannerman and Emmett Echols were in to talk to me about
employee debts in connection with Mr. Kirkpatrick's recent memorandum
on this subject. They believed that the present system of cooperation be-
tween the Offices of Security and Personnel was adequate for staff employees.
It might be, however, that we could tighten up on employees who are under
cover. I undertook to have look into this, and I asked Emmett
and Bob to collaborate in the preparation of a memorandum for my signature 25X1 A9a
in response to Kirk's request.
2. uzzed to say that Mr. McCone planned to bring up our 5X1 A9a
space situation next week at the Executive Committee Meeting. Walt hoped
that he would read our paper on space requirements and the request for new
construction before that time. In any case, I have asked Jim Garrison to
furnish me by the close of business on Monday, 17 June, a resume on where
he stands on his recent explorations.
3. When I was at this week discussing manpower require- 25X1A6a
ments, personnel there were un Per the impression that did not 25 ,A^
count against ceiling. I told them that I thought this was an erroneous im- 252W(1A9a
pression but that I would check it. Today I asked to look into this and
to give me an official report. (Harry called later to report
charged against ceiling.)

4. Emmett Echols, and were in to discuss with
me the papers which they have prepared on early retirement. I said that the
package seemed very dull reading to me and that I had not seen any examples
with which they proposed to support the request. They showed me some whic~5X1 A9a
would help. I also telephone d asked him if he could develop tw
or three cases for us He agreed to do so.

5. At the Executive Committee Meeting this morning I reported that we
had acquired title to the perimeter property. I also said that we didn't know
what the price would be but that we had deposited $300, 000 with the court, this
being $27, 500 more than the estimated fair market value.
