I alerted o Mr. McCone's early appearance before the25X1A9a Vinson Committee, at which time he will probably wish to discuss to some extent our early retirement proposal. Harry telephoned me later to say that had advised that the Director would not appear before 6 June. (This will give us a little more time to get the presentation ready for the time when Mr. Mc Cone will want to use it.) 2. Mr. Andrew Ruddock, Director of the Bureau of Retirement and Insurance, Civil Service Commission, came out to the headquarters building for a purely social visit. entertained him 25X1A9a for lunch and showed him around the building. 3. I telephoned John Bross to say that I hoped he was planning to make a very strong presentation to the Appropriations Committee on our manpower requirements. I felt that the success of our budget presentation, and particu- larly the success of our request to plan for an additional building, will depen 1 A9a on how well we do in this area. John said that he agreed and understood. NW1A9a and Emmett Echols are working on this.) 25X1A9a Approved For Release 2001/07/28 : CIA-RDP76-00183R000400050094-4 SECRET VE Approved For Release 20Q.JJ07/28 : CIA-R P76- 0183R00040005( 94-4 25X1A9a 6. told me this morning that he understood General Carter had turned down our recommendation that Shef Edwards receive the National Security Medal and had approved instead the Distinguished Intelligence Medal. 25X1A9a 7. telephoned me to see if there was anything we could do to help the Director get about 20 yards of concrete to finish his swimming pool, which apparently has been held up because of a strike. The Director is ex- tremely anxious to have it finished before his garden party for Roswell Gilpatric on 13 June. I asked to see what he could do. (On 23 May H. S. reported to Gates Lloyd that he had had no luck.) 25X1A9a LKW:jas Approved For Release 2001/07/28 : Cl 00183R000400050094-4
