1. telephoned to say that we would be getting a letter from the
Comptroller within the next few days which might appear on the surface to be a
little abrupt. John wanted to assure me that he and the Comptroller understood
our personnel ceiling problem, but under present circumstances he didn't have
any solution to it. He also said that, according to his statistics, the Office of
Personnel had about 25 ceiling positions not filled and he saw no reason why
they could not absorb the additional four positions needed for the DENTA Insur-
ance Program.
2. I emphasized to Jim Garrison that I wanted the lights in the West Parking
Lot installed and burning before Daylight Saving Time ends.
3. I asked Jim Garrison not to go forward with any renovation of the second
floor of the East Building, the installation of communications equipment, etc.,
without my specific approval.
4. I attended a class luncheon today at the Pentagon at which I saw General
Dave Gibbs, the new Chief Signal Officer of the Army. I invited him to come to
CIA for a briefing, and he said he would be glad to do so and would be getting in
touch with me sometime soon. (I advised of this.) 25X1A9a
5. Jim Garrison reported that the target date for occupancy of the Broyhill
Building is now 1 November 1963.
6. John Bross was in to brief me on his personnel and space plans insofar
as he knows them at this time. He anticipated getting a general or flag officer
25X1A9a to become his deputy. will, I believe, be the number three man
on the staff, and Jerry Pettibone from the Bureau of the Budget and - 25X1 A9a
will be immediately below that level. They may have one or two other staff
men and of course the usual clerical force, which eventually may add up to as
many as twenty people. Insofar as space is concerned, he has been sitting in 25X1A9a

ffice. If we could find some place for the
seventh floor space would be adequate for his deputy and ,along with 25X1A9a
25X1A9a the clerical staff. The space which people now occupy on
the first floor would take care of the remainder of his needs. In addition, I

told John that I saw no reason why and his staff could not be 25X1A9a
moved to the East Building. The first and second floors there are not now
being used. If the second floor is not adequate, the Director is not using
very much of the first floor so a part of this could be used. He undertook
to write a brief memorandum to General Carter setting forth these problems.
I told him that we were prepared to move immediately both on his T/O and
his space requirements as soon as someone asked us to do so.
