It was announced that the Kinzel Board would meet on 9 September. I have confirmed with that he is 25X1 A9a scheduled to appear before the Board. b. Ting Sheldon announced that the Soviet "hot line" equipment was highly sophisticated and perhaps more sophisticated than our own. advised me later that he does not agree with this evaluation.) c . General Carter inquired as to where we stood on - Ting Sheldon said he had a paper in preparation on this, and I learned 25X1 A9a later in the day through that the National Security Agency proposed that we administer the program but that they supply 25X1 Al d the personnel; and it has been agreed that I told h T f l L______ t e t unsatisfactory. He has not actually seen the paper which Ting is pre- paring and which does not, as yet, have our concurrence. 25X1A9a 2. briefed me on the status of the National Communications System. This appears to be. going forward in an orderly manner, and we do not see any complications yet which will bother us in any way. 25X1A6a 25X1A9a 3 as in to talk with me about taking a job with the faculty o the Office of Training. I told him that I would be very glad to have him there. He expressed his interest in the possibility of becoming an SA careerist. I told him that it was difficult to break into the SA Career Service at his grade level but that we would certainly keep an open mind about this. I suggested that he not change his career designation at this time. 4. Jack Earman was in to see me regarding the following: a. Jack discussed with me briefly the case. I told him that I was anxious to take final action in this matter but, of course, could not do so until he made his final recommendations. 25X1A9a c. Jack is interested in having Mr. S of the Office of 25X1 A9a 25X1 A6b Training, now stationed at on duty with the Inspector General. I asked to arrange for-to see Jack the 25X1A9a 25X1 A9a next time he comes to Washington but said that we should not make any commitment at this time. Jack understands that he probably 25X1A9a cannot be released at this time. t with d 5 d I im Garri on to talk 25X1A9a J . an me s an about their budget problem particularly insofar as it has to do with the Logistics Services Division. I told them that I thought we could get more money but that I wasn't satisfied with their justification. I asked them to work on it some more and resubmit. 25X1 A9a 6. was in to brief me on the NSA security problem involving J. E. Dunlap, deceased, which is most serious indeed. The Director has been furnished complete details on this through Dick Helms! This incident underscores and re-emphasizes the necessity for uniformity of security clearance procedures among sensitive intelligence agencies, and I have asked Harlan to dig out the old paper which we wrote some time ago on this general subject. 7. Having noted that the FBI is conducting an investigation on Ambassador Matthews, I inquired of the Office of Security who informed me that this was a perfectly routine investigation being made at the request of the White House.
