Colonel Ledford noted two more cases of foreign objects in the OXCART vehicles which were giving.them concern. He also reported that the entire Air Staff still is planning to go out to see a maiden flight of an interceptor early next week. General. Carter expressed serious concern regarding the dangers of publicity and security leaks resulting from any such gathering of service brass at this covert site. b. John Bross reported that Kermit Gordon, Director of the Bureau of the Budget, had written a letter to General Carter enclosing a list of suggested actions which the Agency should take to further alleviate the outflow of gold. The Bureau wants to withhold something over $2 million of our Fiscal Year 1964 allocation for a variety of specific items. The DD/S will be directly concerned with three of these items, i.e., world- of administrative personnel. Later in the day I discussed this letter with and it was also taken up at the meeting of the Financial Policy & Budget Committee. John Bross agreed that _ should work 25X1 A9a on our behalf wit to prepare substantive reports for General Carter's consideration. The method of replying to the letter, whether by oral briefing or letter, would have to be determined when the facts were pulled together.) 2. We canceled the DD/S Staff Meeting scheduled for today. 25X1A9a 25X1 A9a 3. John Tietjen had no business to bring up at his scheduled Medical Briefing, but we did talk over the telephone about Dr John said that he and _ had had a pleasant conversation on Friday and they had agreed it would be most hasty to make any decision at this time. They will continue their discussions 25X1 A9a when returns from vacation on 19 August; however, he is still firm in his decision not to sign any "pay-back" agreement. 4. There was nothing of immediate concern to the DD/S at the DD/P Staff Meeting. At the Financial Policy & Budget Committee Meeting (in addition to the Bureau of the Budget letter referred to above) we had presentations of Fiscal Year 1964 external research programs conducted by ORR and OSI. The amount involved in ORR is only $413, 000, but it seemed as though some of these pro- grams were rather esoteric. The OSI FY 64 external research program woul 25X1A1a Here again, the projects seemed pretty far-reaching and the Committee had difficulty in establishing just who were the customers for the work and it was not clear whether some other Agency could be doing the job. 25X1 C4c EA-DD/S 7. In preparation for a meeting with Mr. Kirkpatrick, et al,. on the subject of an Agency scholarship program, I assembled some data concerning similar activities elsewhere from the Civil Service Commission, the Foreign Service Association and the Department of Justice. Joe habitually suspects the worst when anything is published and is distributed to anyone in the DD/P, regardless of subject matter, without his prior knowledge and blessing. We agreed that Employee Bulletins of a purely informational nature (as 98(70 are) will continue to be issued as heretofore, i.e., without coordination.
