At the Executive Committee Meeting this morning there was nothing of interest to the DD/S. General Carter presided. 25X1A9a 2. reported that Mr. McCone's Cadillac had a flat tire on the way to Friendship Airport yesterday -- the third flat tire within the past t*w*o 441K weeks. Fortunately, Cec was driving a back-up car and the Director made his plane connection to Seattle. Cec asked whether it would be possible to get puncture- proof tires for this car and I have asked to look into the problem. 25X1 A9a 25X1 A9a 3. came in to discuss the semi-annual report regarding jury duty by employees. He said that the Comptroller wanted to stop sending to OGC lists of those who serve. For the past nine years they have been preparing detailed lists giving the names of all jurors to which the General Counsel's office adds the names of those who have been excused. I agreed that the listing of all these indivi- duals by name was unnecessary paperwork. The Comptroller will continue to send tb-Jist with the number of those called and OGC will add the number excused from duty. 25X1A5a1 25X1A 25X1 A9a 6. nd I worked out a memorandum to all DD/S Office Heads and Staff Chiefs based on their on-duty strength as of 31 July 1963 and providing them ith i w nterim first quarter personnel allocations (copy attached). Since Larry Houston was leaving on vacation tonight, I spent some time with him discussing various items of unfinished business: 25X1A9a a. Larry suggested that sometime next week I might call and explain that if he had anything of interest for us I would be here in Larry's 25X1A9a absence. We have heard nothing from _ since his call regarding M 25X1 C ~ several weeks ago. 25X1 C b. Regarding the Inspector General's recommendations growing out of 25X1A9a the ~ case, Larry agreed that we should not concur in Jack Earman's recommendation d. calling for a general tightening up of regulatory issuances regarding involuntary separation. He pointed out that the U.S. Attorney's office in connection with other cases had suggested that we take off the books some of 25X1 A the requirements we now have. knows this story thoroughly and we agreed that I should get him together with Jack Earman next week to work out a solution and perhaps an explanatory memorandum. 25X1A9a c. Regarding his request to hire at GS-11, Step 4, Larry was quite insistent although not adamant that was worth the Step 4. 25X1A9a 25X1 A9a Although I didn't read it in the file, Larry says - is senior to - 25X1 A9a - both in experience and in his office work and therefore should be at 25X1 A9a least on the same grade level. Larry felt something different from the usual formal 25X1 A letter with a more personalized final paragraph explaining that w i e it seemed unnecessary to cause him all this trouble we, unfortunately, had no alternative since no exceptions are authorized.
