1. At the Executive Committee Meeting this morning:
a. General Carter said that there had been some misunderstanding
at the Department of Defense (between Mr. McNamara and General
Taylor) about dropping the military representatives from USIB effective
1 January 1964. Accordingly, this action will not be taken until some
later date, if at all; and Mr. McNamara definitely has the ball in his
court.

b. General Carter announced that a courier would leave Washington,
D. C., at 1100 hours on Thursday, 26 December, to take classified
material to the Director on the West Coast and that anyone having anything
to go should get in touch with
c. The Director is scheduled to see the President on 27 December
for a few minutes. (We have a copy of the Director's itinerary as it
now stands, but it will probably be changed during the course of the
holidays.)
d. General Carter announced that the Director would go to Europe
on 17 or 18 January, returning not earlier than 31 January, for the pur-
pose of briefing selected senior European officials on our views about
the Soviet economy. Mr. Kirkpatrick plans a field trip about the end
of January; the destination and length were not discussed. General
Carter plans a field trip to the Far East leavin about the end of Febru-
ary. He will, among other things, attend the 25X1A6a
e. General Carter said that again he wished to impress upon every-
body the sensitivity of the OSA projects. Under no circumstances are
we to relax the security on this program. This admonition was caused
by a recent request by the Air Force to have a photographer witness
and report on the recovery of a satellite payload.

2. Bob Bannerman reported that Mr. Reedy at the White House has been 25X1 A9a
appropriately briefed on security matters. In his discussion with
_ about security at the White House in general, = said that he thought 25X1 A9a
they had a good system and really did not need any help from us. (Bob is
going to write a brief memorandum on this subject which should be sent for-
ward to General Carter.)
