1. At the Executive Committee Meeting this morning the Director went
on another tirade about management in the Agency, budget, personnel ceilings,
etc., and said that he wanted every position, every station, and every activity
gone over with a fine-tooth comb without delay.
25X1 A9a 2. was in to talk with me about his future, and I gathered
that DODS wants him but has not yet made a specific offer. I told him that
he would have to make his own decision about his career but that I could not
wait very much longer for DODS to make up its mind.

3. were in to talk with me about changing the
name of the Monetary Branch to the Monetary Division and removing it from
the supervision of the Chief, Finance Division. I approved of this action. I
also approved of their submitting a proposal to make this job, as well as the
position of Chief of the Industrial Contract Audit Division, a supergrade slot.
4. I attended a briefing given by Bud Wheelonand Carl Duckett on their
new Foreign Missiles and Space Analysis Center (FMSAC). Their organiza-
tion is roughly as sketched below.

They feel that they will be in business when they have people and that they
will be fully staffed when they reach as the Director has authorized.
They said that they do not want to go above _ It was obvious, however,
that this is going to be very expensive since they will employ a substantial
number of very expensive contractors in this business; in fact, they are
talking about a budget of for Fiscal Year 1965.

5. Bob Bannerman reported that had had a 2 hour and 45
minute interview at the Department of State today and that they appear to be
ver interested in having him as their Director of Security. (On 12 December
talked with me, at which time he said that he did not want to leave
the Agency and that after careful consideration thought that he would undertake
this job only if the Agency wanted him to do so in the over-all interest of the
Intelligence Community. I said that this was not the case and confirmed this
with General Carter in- presence. General Carter later talked to
the Director about it, and the Director said that he would be willing to loan
_ to the Department of State in the same way that we have loaned a 25X1 A9a
- if the Department of State made such a request. I then met again
with Bob Bannerman and _ and told him that he could tell 25X1 A9a
of this proposal when he sees him on 13 December, and if
wanted to pursue this he could get in touch with me to formalize the arrange-
