1. Emmett Echols talked to me about new employment status.
His question was whether Bill should retire and then e picked up as a contract
employee or whether it would be permissible to change his status without actu-
ally effecting his retirement. Apparently it would be much simpler administra-
tively and in some ways advantageous t to do the latter. I approved
but asked Emmett to write a brief memorandum for my signature documenting
the approval.
2. I went with home
to process him out since his retirement is effective today. Henry and Ben were
well prepared, and the whole procedure went very smoothly.
3. I told Mr. Kirkpatrick that we could not meet his 21 November dead-
line on the communications paper, and he extended the deadline until 27 Novem-
ber. I have, however, given the Office of Communications a deadline of 25
November.

4. I also told Mr. Kirkpatrick that we were deferring our letter to the
Secretary of State on -pending return there and the re-
ceipt of his comments on the proposed agreement, which I expect to have next
week.
