1. Jim Garrison reported that the lighting for the West Parking Lot will
be completed on 18 November.
2. The following announcements were made at the Executive Committee
Meeting:
a. The Clifford Board will meet on 21 and 22 November; the Board's
25X1A9a personnel security panel will meet with on 18 November.
b. The Director is leaving on 18 November for a meeting in Honolulu
with Ambassador Lodge, Admiral Felt, and Mr. McNamara on 20 and 21
November.

3. Bob Fuchs discussed with me briefly some statistics prepared by the
Office of Communications for transmittal to the Bureau of the Budget on
"clandestine" versus "other" communications. I asked Bob not to dispatch
this until I had had a chance to review it. (On 14 November I met with Bob
Fuchs, John Clarke, and others to discuss these figures. At
this meeting I learned that the urgency for accuracy was not as great as it
had been at the time the request was made, and I therefore approved of the
Comptroller's sending these figures along 'with the definite understanding that
they were to be refined. I learned, however, that the Bureau of the Budget
had spelled out very precisely what they meant by clandestine communications
and went into some detail as to how they wanted our figures broken down. It
seemed to me that their whole concept was wrong and that the exercise would
be a useless one, and I urged the Comptroller to get the Bureau of the Budget 25X1 Aga
to change their concept. On 15 November, however, I was advised (by I
1 that the Bureau of the Budget had declined to change their concept and
insisted that the figures be broken down exactly as they had indicated. I see
no alternative but to go ahead with this; however, I think that when we give
them the figures we should insist that we think the whole concept is wrong.
Furthermore, I want to check these figures with General Carter before I
turn them over to the Bureau of the Budget.)

on his staff, and I have asked to set the wheels in motion to
accomplish this.

wanted to discuss CIA office space requirements. Apparently he had learned

from others around town that we were in the market for a rather large block
of space totaling approximately 400, 000 square feet. obviously
hoped to find a building or build one for us somewhere in Virginia. I told
that we were, in fact, in the market for a block of space of about
this magnitude but that we would deal exclusively with the General Services
Administration on this problem. He wanted to set up some arrangement where
he would provide us with a great deal of service (which he estimated to be
worth $50, 000) without any cost whatever to the Agency, he would find a build-
ing to meet our requirements, etc. I told him that I could not consider this
and that our dealings had to be with and through GSA. He told me that he had
an appointment to see Mr. Abersfeller within the next few days. I told him in
all candidness that I thought it would not be helpful to his position with Abersfeller
if the latter knew that he had been out here trying to negotiate with us directly.
6. - telephoned to say that Action Memorandum No. A-308 having
to do with the training of analysts should not have been sent and that Bud
Wheelon's remarks to Mr. Kirkpatrick had been misinterpreted. I thanked Jack
for this information. (This, however, does not relieve us of the responsibility
for preparing a written reply to Kirk.)
7. In consultation with and Gates Lloyd, we
completed the communications study which the Director had requested, and on
Saturday, 9 November, I handcarried it to Mr. Kirkpatrick. nfortunatel
on 15 November I was advised unofficially by both
that the Director was not satisfied with the study, thought that it was not re-
sponsive to his questions, and wanted the whole study done over again. The
Office of Communications has been notified, and work is in progress.)

8. I talked to Mr. Kirkpatrick and Matt Baird about a replacement for
P a grade GS-13 DD/I careerist on duty with
, seems to be the logical choice. (While there is still some negotiating
to be done, I think that it will work out all right in due time.)
9. briefed me on a slight disagreement the Agency has had
with the Department of State wherein they took our psychiatric screening form,
mimeographed it for their own use, and proposed to send it to all communi-
cators around the world to be filled out and returned to the Department of
State in Washington, D. C. Frank had quite properly taken the position that
they could not use our form in this way,
that their entire concept of trying to
handle this by mail was entirely wrong, and that to be effective it must be

handled in a medical setting. Incidentally, formerly with our
Psychiatric Staff and now a consultant to the Department of State, was instru-
mental in getting the Department of State to do this. I told Frank that I was
very disappointed in performance and that I would question very
seriously using him for any more of our own cases.
